Abstract

The informal economy should be  Minimizing      among the basic duties of a state. The dominance of the state over the economy and financial policies means that the survival of a nation is guaranteed for a long time.  In this study, the reasons for the high unregistered rate in Turkey and the problems it creates were investigated. By evaluating the Social-Economic aspect of this problem and in the context of Social Policy, changes to be made in the artificial intelligence method and cash flow are suggested.  In this study, our hypothesis is: Will the changes in cash flow and the removal of cash from public institutions as a payment or collection tool in Turkey reduce the informal rate? The field study conducted in the USA, the literature review, and the theoretical study support the hypothesis positively. Rapidly development in The computer and digital technology todays , as well as the development and implementation of robots, artificial intelligence and guided biotechnical and chemical jeeps, the signs  of the transition from Industry 4.0 to Industry 5.0 are being. The obligation of countries to have technological and digital information superiority is accepted as a requirement of economic and political force and independence. Although there has been a significant improvement in the rate of use of debit cards in our country, it has been determined that the positive functions of debit cards have not been sufficiently utilized in financial terms. By changing the cash payment system, bank card, EFT, money order etc. With the use of these systems in payment transactions, significant progress can be made in the fight against the informal economy.  In this direction, cash transactions from public institutions should be completely removed, and payment - collection transactions should be carried out based on documents. Thus, the economic and financial structures dominated by the state are of great importance in terms of solving this problem in the long run. Because states that do not have strong economic and financial structures have problems maintaining their existence and economic independence.
