Punishment and execution of punishment have been through a variety of phases since old times. It can be seen that the humanity has come to the most advanced stage in execution of the punishments when compared to the middle ages. Middle ages' cruel idea of killing by torment and pain has been deserted. The idea of execution has leaned towards restricting freedom. At this stage, a method of execution which take human as the base has been developed; punishments have been started to be given with the thoughts of 'betterment' and 'reclamation'.
For this purpose, execution laws have been established, and penal institutions, as facilities of execution, have undergone radical rehabilitation works.
With the law numbered 5275, Turkey enacted all these positive gains. In the dates wherein the article has been being prepared for publishing, Turkey has taken one more step: Those sentenced to a punishment which restricts their freedom up to six years, under certain conditions, have been provided an opportunity to serve their sentences in an external environment through probation offices without ever needing to stay in a penitentiary institution.
