Abstract

With the industrial revolution, economic growth increased rapidly. Increasing population, migration from rural areas to cities, developing technology, increasing needs and excessive use of scarce natural resources have caused the natural balance of the environment to deteriorate. Today, environmental problems such as water, air and soil pollution are a global problem that concerns all countries. Global cooperation is required for its solution, as the inability of natural resources to meet human needs is the problem of all people. In this context, concepts such as sustainable growth, green growth, reducing fossil fuel consumption, turning to renewable energy sources and green budgeting come to the fore. Budgetary policy tools can be used to help achieve climate and environmental goals. Green budgeting is the determination of the environmental contributions of budget items and policies and their evaluation according to certain performance indicators. Green budgeting is an important tool that can be used by governments to reduce environmental pollution and prevent global warming. In this study, the applicability of green budgeting, which is a modern budgeting technique that came to the fore after the increasing environmental cost of economic growth, in Turkey will be discussed.
